Good news - HSE Clarifies Training Exemptions for Clinical Staff
Please find here HSE HR Memo 035/2025 (30 July 2025), which provides clarification on the earlier communication from HSE CEO Bernard Gloster regarding measures to reduce expenditure on training.
We are sharing this update for the attention of members working in HSE services, as the memo confirms a number of important exemptions for training expenditure relating to clinical staff. These exemptions apply where:
- The training is front line and clinical in nature
- The training is required for CPD linked to registration, contract or organisational policy
- The training is provided at the lowest possible cost (venue, time, travel)
- The training cannot be deferred until 2026
- Public transport is used where available
- Overnight subsistence is only approved where essential
- The line manager has confirmed that these conditions are met
We hope this clarification will be welcome news for members working within the HSE. While final approval rests with local management, the attached memo will support Occupational Therapists when making the case to attend CPD events, such as the upcoming AOTI Conference or other in-person/online courses.
